知識管理、組織基礎機制與組織效能之研究─空軍部隊之實證

Study on the Relationships among Knowledge Management, Organizational Mechanism and Organizational Performance. ─Taking the Chinese Air Force as Example

[[abstract]]論文摘要 軍隊講求的是管理的效率與效能,二十一世紀的軍隊終將以知識做為戰場致勝關鍵,故進行這方面的研究和探索,實有其必要。如何藉由對知識管理、組織基礎機制提昇組織效能,其間之關連性與作為深值探討;本研究藉由知識管理文獻探討,建構相關理論,並以設計問卷,以空軍不同階層人員為對象,從組織層面探索空軍知識管理現況,並針對知識管理、組織基礎機制與組織效能三者間之互動關係與影響,進行量化分析。研究結論發現: (一)空軍各單位對於知識管理內涵有頗高認同度,且能配合組織基礎機制,有效地表現組織效能,但仍有再強化的空間。 (二)知識管理、組織基礎機制、組織效能間呈現高度正向相關。說明空軍各單位將知識管理透過組織基礎機制,確能應用於任務執行,並獲致良好的組織效能,彼此之間具有高度關聯性。 (三)知識管理對組織基礎機制有顯著解釋能力。知識創造、知識移轉、知識應用分別對科技運用、組織結構、組織文化皆有顯著正向影響。 (四)組織基礎機制對組織效能有顯著解釋能力。科技運用、組織結構、組織文化分別對應變能力、創新能力、整合能力皆在顯著正向影響。 (五)背景變項和知識管理的組間組合對組織效能均有顯著解釋能力,其中部門階層愈低、部門規模愈小,在應變能力之表現愈佳,配合知識管理功能,對組織效能之提昇有其正面意義。 (六)空軍單位之知識管理影響組織效能,會受到組織基礎機制之中介影響。 關鍵詞﹕知識管理、組織基礎機制、組織效能。

[[abstract]]Abstract It is efficiency and effectiveness of management that the military thinks most highly of. The military in the 21st century will consider knowledge as the key to the victory of the battlefield. Therefore it is really necessary to conduct the research and exploration in this aspect. How to promote the organizational performance by way of the knowledge management and the organizational foundation mechanism. It is worthy of exploring its correlation and action. This study is designed to investigate and construct the related theories on the basis of the management literature. As well the questionnaire is planned for the subjects of the air force personnel from different levels. The current state of the knowledge management in the air force is explored from the organizational level. Besides the quantitative analysis is conducted on the interaction and affect between the knowledge management, the organizational foundation mechanism and the organizational performance. As a result, it is found from this study that: (i) Each sector in the air force has extraordinarily high identification on the essence of the knowledge management. It can also effectively express the organizational performance in keeping with the organizational foundation mechanism. Anyway there is still space for being reinforced. (ii) High and positive correlation is indicated between knowledge management, organizational foundation mechanism and organizational performance. It is explained that each sector in the air force applies knowledge management on the duty execution through the organizational foundation mechanism with good organizational performance. There is high correlation between each of them. (iii) Knowledge management has significant interpretation ability towards organizational foundation mechanism. Knowledge creation, transfer and application respectively make positive affection on technology application, organizational structure and organizational culture. (iv) Organizational foundation mechanism has significant interpretation ability towards organizational performance. Technology application, organizational structure and organizational culture respectively make positive affection on adaptability, innovation and integration ability. (v) The background variable and the sectional structure of knowledge management has significant interpretation ability towards the organizational performance. The lower the sector level is, the smaller the departmental scale is and the better the adaptability is. In keeping with the function of knowledge management, positive significance is shown on the promotion of organizational performance. (vi) The affection made by knowledge management in the air force on the organizational performance will be affected by the mediation of the organizational foundation mechanism.
